A traditional approach to making snow on a stage is with the use of shredded plastic (or paper) "snow" dropped from a snow bag, or snow cradle.
Typically a snow bag is made out of a piece of muslin with a field of small holes covering about 1/3 of an end. Hung from two adjacent battens and filled with the plastic flakes, snow is "made" by moving one of the battens up and down slightly to allow snow to filter through the holes.
